Não é de hoje que se vem dizendo que existe um empenho do governo Lula em tornar o Congresso Nacional uma instituição desprestigiada, supérflua e portanto desnecessária...o que vai bem ao encontro do projeto de governo que ele pretende fazer vingar.
Isso pode ser verificado tanto pelo mar de escândalos que assolaram essa casa desde 2002 dos quais a grande maioria dos acusados não só saiu impune como muitos foram até reeleitos - o que leva essa instituição ao descrédito - como também pelo costume exaustivamente colocado em prática que é o do presidente governar através de medidas provisórias, cassando ao poder legislativo a sua precípua prerrogativa de legislar.
Não satisfeito e caminhando rumo aos seus planos agora Lula estabelece os contornos de uma reforma politica que , na medida em que restringe o campo de atuação das comissões parlamentares de inquerito, atende plenamente aos seus interesses. Tal reforma , a ser produzida pela pasta comandada por Tarso Genro...pretende reescrever o regimento interno do Parlamento e a Constituição...
Se o legislativo já não legisla, e se o governo somado à sua base tão aliada transforma os discursos no Congresso num samba de uma nota só...e não satisfeito quer mudar as regras do jogo para sedimentar ainda mais seu poder, é mesmo de se perguntar para que gasta o país uma soma tão elevada com tais funcionários que não funcionam? Nem para fazer a defesa da instituição que os sustentam eles estão a servir...Afinal, se é só para ver...que seja a custo zero pois é de nosso bolso que saem os seus salários de marajá.

The Brazilian Congress, why pay for it?
For some time one has heard that there is a concerted effort by the Lula government in making the Brazilian Congress a shallow and less prestigious institution, thus not necessary… which satisfies perfectly the intended “power” project it plans to validate.
This can be verified by the many scandals which have marred that House since 2002, of which the great majority of the accused not only have gone unpunished but many have been reelected – bringing on its discredit - and by the exhaustively used practice by the President of governing by provisional decrees, subtracting from the Legislative Branch its prerogative to legislate.
Not satisfied, and following through with his plans, Lula now sets forth the contours of a political reform which, insofar as it restricts the powers of the Parliamentary Inquest Commissions (C.P.I.), attends perfectly to his interests. Such a reform, to be elaborated by the Ministry of Justice commanded by Tarso Genro… plans to rewrite the internal regiments of the Parliament and the Constitution.
If the Legislative Branch already does not legislate, and if the government (Executive Branch) with its allied political parties transform the discourses of the legislators in and insipid “samba of one note”… and not yet satisfied want to change the rules of the game to amplify even more its power, one must really ask why the country spends so much money with deputies, senators and their many assistants which have no function? They are useless even to defend the institution that sustains them. Thus, if it is only for show and presence… that if be at zero cost since their regal salaries and absurd fringe benefits come out of our pockets. One can anticipate dark clouds in the political horizon… take note!
